How do you convert a saved sound into a ringtone?

I received a ringtone via picture message and it only let me save it as a sound. The problem is: how do I make that saved sound into my ringtone? It sounds simple, but I tried, and couldn’t figure it out. I also don’t have a USB cable for my phone. Any help would be appreciated.

    For the pc then install the cellphone and followthe instuc.
