Are there universities that offer free education to European citizens as well as hold lectures in English?

In Sweden and Finland I know they offer a free education to all that go there and have classes that you can take in English but they require you to be proficient in their languages.

I am particularly wondering if Austria gives lectures in English? I know it is free to European citizens.

My country there isnt anything like that the reason may we are developing country there isnt.
